Headlight laws in Nebraska? Can you put a different headlight bulb in your stock head lights in Lincoln Nebraska? I was thinking of putting a brighter bulb or HID lights on my 92 accord ,but I was told by my dad that you can’t change them.

2003 Saab 9-3 Arc, the passenger headlight stays on all the time. Any ideas? Never goes off even with the key out of the ignition. It has the hid lights in it
